Traffic Lights and Pipe Bands

We, as a Board, have been asked to provide some clarity and guidance on how the new Covid Traffic Light system impacts on the pipe band community in New Zealand. Including band practices, concerts, and competitions.

It should be noted, that the RNZPBA aligns its guidance to the government of the day. We therefore support and encourage all citizens of New Zealand to be double vaccinated. We do, however, accept that, like the wider population, a portion of our association are not comfortable getting vaccinated. This of course presents challenges for band leaders and members alike. We recognise the polarising situation we all find ourselves in. We want nothing more, than everyone to be patient and kind to each other. We must respect each other’s view, while also remaining safe in our communities.

The RNZPBA does not mandate vaccinations, that decision is left to member bands to make.  We do however, mandate Vaccine Passports for all RNZPBA events (Summer School, National Championships, Conferences and RNZPBA Solo Drumming competitions).

We have reviewed the Government’s Traffic Light System and have attempted to map it against the activities we carry out in day-to-day pipe banding life.

RED LIGHT

At RED LIGHT, action will need to be taken to protect both at-risk people and protect our health system from an unsustainable number of hospitalisations.

Vaccinated Band Practices

*Where all players/guests are confirmed vaccinated

*Up to 100 people can attend based on 1-metre physical distancing in a single defined space at the venue at any time

  • QR Scanning on entrance to indoor practice venues
  • 1 – metre distancing
  • Drummers with face masks recommended
  • Pipers 1+ meters distanced
  • Practice duration kept prompt (but efficient)
  • Outside Practice Permitted (mask wearing recommended) – distance kept from public

Unvaccinated Band Practices

*Where NOT all players/guests are vaccinated:

*Up to 25 people can attend based on 1-metre physical distancing in a single defined space at the venue at any time

  • QR Scanning on entrance to indoor practice venues
  • 1 – metre distancing
  • Drummers with face masks recommended
  • Pipers 1+ meters distanced
  • Practice duration kept prompt (but efficient)
  • Outside practice permitted (mask wearing recommended) – distance kept from public

Concerts:

  • Indoor and outdoor concerts permitted up to 100 people – but in keeping with venue restrictions e.g., vaccine certification + ability to distance etc.
  • An outdoor concert of 25 people may proceed without vaccination certification, based on 1-metre distancing, in a defined space at the venue at any time.

Competitions:

  • Indoor and outdoor competitions permitted up to 100 people – but in keeping with venue restrictions e.g., vaccine certification + ability to distance etc.
  • An outdoor competition of 25 people may proceed without vaccination certification, based on 1-metre distancing, in a defined space at the venue at any time.

ORANGE LIGHT

At ORANGE LIGHT, there will be increasing community transmission that is putting pressure on our health system. The whole of our health system will focus its resources, but can continue to manage primary care, public health, and hospitals.  There may also be an increased risk for at-risk people.

Vaccinated Band Practices

*All players/guests are confirmed vaccinated
* No attendance limits

  • QR Scanning on entrance to indoor practice venues

Unvaccinated Band Practices

*Where NOT all players/guests are vaccinated:

*Up to 50 people can attend based on 1-metre physical distancing in a single defined space at the venue at any time

  • QR Scanning on entrance to indoor practice venues
  • 1- metre distancing
  • Drummers with face masks recommended
  • Pipers 1+ meters distanced
  • Practice duration kept prompt (but efficient)
  • Outside practice permitted (mask wearing recommended) – distance kept from public

Concerts:

  • Indoor and outdoor concerts permitted with unlimited attendees – but in keeping with venue restrictions e.g., vaccine certification 
  • An outdoor concert of 50 people may proceed without vaccination certification, based on 1-metre distancing, in a defined space at the venue at any time.

Competitions:

  • Indoor and outdoor competitions permitted with unlimited attendees – but in keeping with venue restrictions e.g., vaccine certification 
  • An outdoor competition of 50 people may proceed without vaccination certification, based on 1-metre distancing, in a defined space at the venue at any time.

GREEN LIGHT

At GREEN LIGHT, is where there are some cases in the community, and sporadic imported cases. Community transmission will be limited and Covid-19 hospitalisations will be at a manageable level. The health system will be ready to respond, including primary care, public health, and hospitals.

Vaccinated Band Practices

*Where all players/guests are confirmed vaccinated

Unvaccinated Band Practices

*Where NOT all players/guests are vaccinated:

*Up to 100 people can attend in a defined space at any time based on 1-metre physical distancing

  • QR Scanning on entrance to indoor practice venues
  • 1- metre distancing
  • Drummers with face masks
  • Pipers 1+ meters distanced
  • Practice duration kept prompt (but efficient)
  • Outside practice permitted (mask wearing preferred) – distance kept from public

Concerts:

  • Indoor and outdoor concerts permitted with unlimited attendees – but in keeping with venue restrictions e.g., vaccine certification 
  • An outdoor concert of 100 people may proceed without vaccination certification, based on 1-metre distancing, in a defined space at the venue at any time.

Competitions:

  • Indoor and outdoor competitions permitted with unlimited attendees – but in keeping with venue restrictions e.g., vaccine certification 
  • An outdoor competition of 100 people may proceed without vaccination certification, based on 1-metre distancing, in a defined space at the venue at any time.
